Trying to play "devils advocate" there are many reasons why Resourcing to Workload may/ may not work in any given office,
but to say "historically" this has always happened is not a fair portrait on what is happening in the field, with the diverse amount of of Letters, flats, parcels, specials, recordeds, tracked etc that fill our daily workload these days history has got nowt to do with it, that said I believe that it was the P&M Agreement that first mentioned " utilising all paid hours" and then BT2010 and now the AFG, and this is where peoples mindset needs to change, Lapsing, absorbsion, is here to stay especially if there is capacity in your duty time, the problem with this as with all things in RM is that it is taken as an average across your whole unit, not on an individual basis,(you know the ones that can/ or can't) and this needs to be addressed, and YES we have gone thru Methods, both inside and outside.
The point mentioned about PDA'S... the trial is going on in the 20 offices that were visited by all that strand group stuff, no big secret there, but what does concern me and others is are those offices included in this, logging onto the PDA'S when they turn up for work, when they do their households, when they do IPS, when they do prep, when they tie up and more importantly when they leave to commence delivery.
As they are out on Delivery all info is stored every "30 seconds" so NO hiding places there then as should be the case, but on return to the office " WHO LOGS OFF THE PDA"?????????
The next Generation of PDA'S will be built on the info gathered on the one's currently in the field, lets hope we all get it right
