It's been changed because the government has realised that pensions generally aren't enough to live on comfortably anymore and some firms were forcing staff to leave at 65 and live on state pension + pension credit - which doesn't pay much.
This way, and with the rising of state pension age, the government will save money. But to the detriment of the nations workforce.
So if you don't want to work after 65, or maybe if you want to retire before that, it will be more and more down to the individual to provide for their own retirement and yes it will mean an older workforce.
