To the best of my knowledge the red ones were introduced around 1995. You can see a mix of blue and red in use in this video from 1997. The old old canvas satchels were still kicking about into the 90s too in certain corners.

Most of the electoral register bulk posting that's been trickling in all week hit its DTS limit today. What I thought was odd was that a particular address received a small 1C Moonpig card on the 7th but the bulk letter did not get released until today. Algorithmic shenanigans afoot in the run up to DM26 deployment?
Most of the electoral register bulk posting that's been trickling in all week hit its DTS limit today. What I thought was odd was that a particular address received a small 1C Moonpig card on the 7th but the bulk letter did not get released until today. Algorithmic shenanigans afoot in the run up to DM26 deployment?
Moonpig cards get run on a basic office breakdown plan. Because they've not been through a machine before they reach the Inward MC, when the CSS sees them, it doesn't know that they are 1C as there's no barcode for them, so it treats them as 2C. The DTS algorithm doesn't know they exist as they have to have been seen by a machine running an outward sort plan by 22:00.
