Why it's possible is the inefficiencies of van share coming into play - those 5 minutes here and there waiting for each other can easily add up to 1hr.
Why it's allowed is anyones guess - and more than likely down to local agreements.

Van shares probably exist because of the cost of enough vans for 1 per postie (either purchase of leasing costs plus running costs), finding enough parking space for 1 van per postie and not every postie can drive

Van shares exist because 15 years ago some pen pusher who's never done a walk in their life thought it would improve efficiency

Seems to be plenty of people who think he’s gonna be some sort of saviour, you’ve only got to read through some of the threads on this site to find that. Also the CWU seem to think that he’s the bees knees as they’ve got some special “once in a lifetime deal” agreed with him.
I imagine he’s just flapped his hand at them and agreed to anything they’ve asked for just to keep the peace until the takeover goes through. Once it does then the gloves will be off & he’ll disregard any of it & rip through them like nobody’s business.
As I’ve said before I firmly believe he has been behind a lot of the goings on of the last few years hence why the CWU (Terry P?) was meeting him before the last dispute.

He will say anything to get the deal through - then he has his greedy hands on RM,our jobs,assets and pension surplus etc etc
The CWU know this but they only want their seat at the table with hands out begging for scraps.

Because van shares are the pits of hell and single duty’s and HCTs cruise through the whole year including Christmas stress free. At least that’s the case in our office.
Same as our office the singletons don’t get any hassle regarding doubling up or doing partners tracked all
The time when short staffed, basically if your in a shared van the job is way worse. This needs to change because we are all paid the same
Me and my partner were both on pretty good form today but the time we collectively spent waiting on each other might have added up to 40 minutes.
I had a retired colleague come up to me joking 'You're a terrible advert for the Post Office!' as I was sitting on a bench waiting for the van to come round after breaking off for Specials. I pointed out there used to be a pouch box on the other side of the street and I'd quite happily get it all done and go home ASAP, if only 2010 hadn't happened.

It’s not just the time waiting for each other that’s the issue. It’s putting two walks of large parcels in the van which inevitably leads to missing some and going back on yourself. And if you’re paired with someone who doesn’t know the duty then you as the regular duty holder ends up doing and being responsible for everything. Paired with one of the office snails then again your either waiting around or doing parts of their loops to try keep things moving along. It’s the most inefficient and at times infuriating ways of working that posties have had to put up with for over a decade now. I really hope the future USO changes can do away with the ridiculous system of working, doubt it though as that would make the job more enjoyable lol.
Oh just thought of another issue with van shares, certain people in our office if you get paired with them they are notorious for forgetting tracked and specials in their bags so you end up having to check their bags when they return to van and correcting their mistakes as it’s you the duty holder who gets the blame anyway.
I know the upper management like to bang on about our competitors but you never see these paired up in a van. Once or twice I’ve seen some tag teaming evri drivers and UPS doing bulky items that’s about it.

If RM were to switch to every postie having their own van, how many DOs would have the room in their yard to park all them vans?

Only going to be 50% of an office getting all items every day, with the other half only getting a scattering of 1C letters and packets - IF the pilots are a success. 8 duties as they are now condensed into 6, or thereabouts. No need for extra vans.
