Mail failure is entirely on the shoulders of managers who should be recording fails accurately. They should not expect you to take out more mail than there is time to deliver it. They place all the guilt and responsibility onto posties when it is the managers who are failing, probably because they have some ridiculous bonus target or have no backbone to tell a senior manager that the system isn’t working.
When they increased our flex/lapse the first time they had us streaming the rounds every day to make it look achievable which it never was, flex was called enforced overtime in our office
To be fair to the managers it got so slack in our office that people would bring back mail and not even bother informing the managers
So that percentage call rate they’ve relied on so heavily for their calculations was bound to be wrong
