Compliance and Ethics department, who are much more straight-laced about employment and equality law. They don't mess about like HR who are basically just comprised of managers who couldn't handle bullying people face-to-face.

There is a process to sack someone: verbal warning, written warning, etc., but there is an unwillingness to begin this process. I don’t know why because seeing someone seem to get away with all kinds of terrible behaviour, is demoralising for the staff who try to do a good job and not be a knob.
