The thing with current overtime is, I think a lot of people do it to avoid drama with management, or because they have OCD (obsessive compulsive disorder), so they stay out to clear the job. If Royal Mail don't want people staying out on overtime until 5pm / 6pm or if posties don't want to be out that late themselves....then surely this will shoot Royal Mail in the foot?.... they won't clear as much mail.... maybe they don't care, maybe they don't want to be paying overtime anymore. Why would they bother paying overtime for mail delivery when they are failing the USO anyway.
I have been considering leaving Royal Mail recently as I can't stand management anymore and my legs are aching every evening, so these later start and finish times could put the final nail in the coffin for me....
The only positive that I can see from the later starts is....I am typically knackered by 8 / 9pm and I'm usually asleep by 9.30pm and I hate this. I'd like to stay up until midnight, but it's impossible. The later finishes means I will be knackered later in the day, so will be able to stay up later.

Get the 3 day letter delivery in place and offer 3 day contracts - I don't mind walking 12 miles a day if I can work just 3 days a week!, but I am going to be dead if I have to walk 12 miles a day, 5 days a week.
