As the title says is it payable to those not in the pension !

It's a payment to all current employees, on the payment date. So yes it is payable even if you're not in the pension.

No.
Although the payment is not part of the agreement the release of the money was subject to the ratification of the agreement.
The obvious take from that is that Royal Mail would likely have used it to deal with the consequences of a rejection had that been the case.
Only dead fish follow the current
