Losing one member who is doing his/her best to turn people against the union is less detrimental to the CWU than the possibility of empathy kicking in which may result in people simply not bothering to vote at all. It's all part of management's little game of sowing doubt amongst the workforce and undermining the Union.
Managers trying to convince workers that everything negative that is going on around them in the workplace is the Unions fault.
All bad decisions or bad agreements are a result of Union input and without the Union our working lives would be so much rosier.
It's been going on for as long as I've worked for RM, for as long as I can reminder I've been fed a steady drip drip drip of negativity towards the Union.

Ok let's make a hypothetical example.
An agreement is proposed, the Union get the proposals adjusted to be more beneficial towards the workforce although as a result of a need for change within the industry there are certain things in the agreement that will not be popular with the workforce but the final agreement is a lot better than the original proposal as a result of Union input.
Management then blame the Union for the unpopular points of the agreement without telling you what the original proposal was and how much worse it was.
But in answer to your question the members endorse it so ultimately the members are to blame but usually we take the issue on trust from the CWU.
We are recommended to endorse it and told this is the best deal we can get, we are not privy to all the information and rely on the Unions opinion to guide us, we trust the Unions judgement.
This is why undermining the Union is so important, this is why an attack on the Unions credibility is used so much.

Reps would get involved but they are not following the right protocols and using unreliable data. They are basically cherry picking the data that suits in order to make the most savings they can. They are also moving start times and ignoring seniority.
How can a rep sign up to this.
Royal Mail are opportunists and are deliberately ignoring the IR framework to make the walks unachievable.
They don't want the reps involved and are ignoring any challenges so I don't see what more local reps can do.
