It's a shame PDA actuals can't be used for conduct issues though, given the number of posties who do take the piss and drag their feet.
I frequently see the regular postie who delivers to my area sat in his van or stood on the street chatting for 20-30 minutes at a time to someone, he's actually quite notorious for being a relentless chatterbox and I know some residents who actively avoid him so they don't get stuck with him gabbing away to them for ages.
His duty must be far too small or he's possibly booking extended every day for going over his time, either way it's a piss take.

Since I left RM I regularly see one postie from my old office parked up and reading a book. Usually it's about an hour before the finish time and he is parked up on his route back, a couple of miles from his duty.
It's been known he's being doing it for years, but now I've seen the proof. Second or third most senior in office and a manager's favourite. At the last revision he even had work taken off the duty.
