Yep my office has been the same since 2020. The incredible thing is we haven't ever been included on the s**t list. Management are sneaky lying overpaid bastards

RM will already know approximately how much each employment tribunal won against them will cost. There's bound to come a point where they'll decide the hit they'd take from paying out in employment tribunals will be cheap enough to force out anyone who's not on a contract with driving

Are there any documents we can see that indicate how the system would work in practice?
How many people wiil cover so many duties etc. How many duties will be covered doing parcels and 1st class letters.
I know 2nd class would be delivered every other day.

3 will cover 4 duties, with the 1 doing 1st class and parcels on 2 duties.

No. The CWU has realised they'd agreed to alienate a significant number of their members and have stated that there can be no two-tier workforce where one group get every Saturday off. Non-drivers are going to be as busy as drivers.
The funny thing is, there already is a two-tier workforce due to wage disparity
Which may actually be illegal depending on what their arguements are, however since most of the new starters will be on the contract and will likely be younger I guess an age discrimination case isn't far away.

Nobody is being 'getting rid of', or having to take RM to an employment tribunal. What is happening here is that instead of 6 days available to do a walking duty, it's going to be 5. There is plenty work Mon-Fri for staff who don't drive. Not a job I fancy doing with 2-3 days mail every day, but I expect them to sell it with at least every other Saturday off. Maybe indoor work on their rota'd Saturday putting the 3 days worth of mail into frames for Monday - who knows. If it comes in the future that mail volumes drop and they do a 3 day delivery that other countries do, Mon-Wed-Fri, who knows?
If they then need people to drive, then they pay for their driving lessons etc. It's not rocket science. Happens the world over in all types of companies. You'd need a good reason to refuse paid training to perform a role.

With the slow trend of DOs being moved onto industrial estates where there's probably no public transport, they'll eventually be forced to be able to drive

You said driving licence, not driving, that's a separate matter.
