What Scott doesn’t seem to appreciate is that there are agreements and procedures in place to deal with ‘troublesome staff’, but the problem is that managers are unable or unwilling to use them because they can’t be arsed/think they can do it their way. This enables decent reps to successfully defend their members, when really they shouldn’t have a leg to stand on.
All this is obviously aside from most managers themselves not knowing, or not wanting to follow their own rules. They can’t really complain when staff they’re in charge of follow suit.
