I'm sorry but if the guy still rushing around despite it being a "longer/harder" delivery just to finish an hour early, then yeah no sympathy for the guy. If the person would have any sense, he would be best served not taking shortcuts (which clearly he would be if you are describing it as a hard duty) and doing the job probably. I think people need to get their heads around the fact that this is not going to save you.
You can only genuinely finish on time if you have exactly the right amount of work to take you to your time.
That will not be your decision to make.
If this comes in the days of taking exactly the same amount of time to complete a delivery no matter what comes in the door are over, under these proposals management will tell you if you should be finishing on time, early or two hours late.
The real target in all this are the guys who come in on time, take their break, use the correct delivery method and finish on time. It's going to be really difficult to convince anyone that they are their own worst enemy because they choose not to be a target.

How do you see RM getting this through without collective agreement Woody? I cant see it being accepted by us under any circumstance so its either going to be binned in negotiations, watered down into something different, completely refused by us and used as an example of why the business should be able to rip up the pathway to change agreement, being used as a scare tactic to ensure continued strike action ( for those of the opinion that the board have been willing a dispute on in order to use it as an excuse for a takeover ) or attempted to be brought in by executive action in which case what happens there? As you have said before, its not easy for them to pull a P&O.
If you tolerate this, then your paid break will be next
