It used to be the case that under Takeover Panel rules, if an investor or group of investors acting together go above ownership 29.9% of a company’s shares, a full bid for the company becomes mandatory. The bid has to be at a price no lower than the highest price paid by that group when building-up their stake.
This Czech guy was buying at prices well north of where the price currently is, so I imagine the recent jump is due to buyers gambling on a bid at some future point, should Kretinsky be allowed to increased his stake further

Foreign governments, companies or individuals already own or have controlling interests in many of our water/power companies.

edf - French govt.
eon - German
Scottish Power - Spanish
Northumbrian Water - Chinese
etc. etc.

Successive govts have been asleep at the wheel over ownership of these companies who have bled them dry of
billions in dividends which have disappeared overseas at the expense of the UK taxpayer.
I'd like to know how discharging raw sewage onto our beaches or our nearest neighbours
threatening to cut off the power to Jersey was in anybody's interest.
People know this thats what Brexit was supposedly about but the tories are still at the helm.
