What does it mean “ Item Despatched to Royal Mail site” After my parcel is supposed to be delivered that morning?

It's showing as delivered on 24 Nov so not sure what the query is.
If you are referring to the status on https://parcelsapp.com/en/tracking/SF739246777GB = the last scan (at the top) seems to be an admin status so that the sender gets billed, but that's a guess.
