The whistleblower had been allegedly instructed by his managers to fraudulently pay staff for overtime which had not been worked.

I had a thought today, while we are still not sure what went on, IF the above, then how are those who participated still in a job as well?

Very rarely are managers judged by the same set of rules as the front line staff, who often are warned or lose their jobs through relatively minor breaches of the rules. How often do you ever see managers being coached counselled or conducted for anything? In my opinion, they are a heavily protected species, and nothing much will change until there are consequences to bad management.

Probably because the method of managers paying posties overtime in lieu of future work is a supposed standard practice that has gone on for years. A lot of units appear to be a law unto themselves
