Some people may have concern over security. In previous votes there was always questions over whether the Union received all returned ballots.
Some may be wanting to save the Union money.
There are probably other reasons as well, but people have a choice now which is a progression of sorts from previous agreements.

Because a postal vote is done using a pre paid envelope which, I assume, has to be paid for by the union. Also to encourage the biggest turnout possible.
