the phrase “especially important for businesses during the working week” around letters delivery seems to be fairly clear

On the cards since 2018 when the Ofcom review was mysteriously brought forward from 2022 to 2020.

Of course RM said it was nothing to do with them and purely the decision of the regulator but then again the regulator is financed by the industry and the biggest contributor is....

Exactly.

And here is an exclusive look at the minutes of that latest meeting:
  • "So we've got to get up off our arses and stop just talking about it!"
  • "Hear! Hear!"
  • "I agree. It's action that counts, not words, and we need action now."
  • "Hear! Hear!"
  • "You're right. We could sit around here all day talking, passing resolutions, making clever speeches. It's not going to shift anyone!"
  • "So, let's just stop gabbing on about it. It's completely pointless and it's getting us nowhere!"
  • "Right!"
  • "I agree. This is a complete waste of time."

You could try to pick the bones out of this..
But to be clear, this does not mean following other countries such as New Zealand or Italy that have reduced letters delivery to three days a week in some areas, for example. We will keep delivering letters to every part of the UK, for one price. And we would like to deliver the items that customers want more often, not less.
And this..
It does not make sense for us to be obliged to allocate our resources to delivering what our customers don’t value highly, rather than what they do. So, we are currently exploring what a rebalanced Universal Service might look like.

Depends who you call the customer.
In my mind it's the guy that pays.

That's always been RM's line: the customer is the person(s) who paid us to deliver their item. It's odd to say "what our customers don't value" in that context, because why then are they sending it in the first place? The wording suggests this announcement is not for a commercial audience, but who we think of as the customer - the general public. It's PR.

I agree so is it an attack on D2D, letters in general or perhaps 2nd class?

It's a strange thing to say, something our customers don't value highly.

What has the delivery supplement got to do with D2D
