Why would RMSPS PENSION PLAN (Capita) make an inquiry against my credit report

I received my final options for my RMSPS pension today and contained within the notes was an interesting paragraph, which stated that the pension fund (or capita) used the electoral role and other electronic means of verifying my/your identity. I am guessing RMSPS might use a credit report as a way of verifying your identity. If they manage to do this successfully , they do not then need to ask for certificates.
