dingo, you must have no experience of how CSS machines work. Once that hour comes off the working day, the machines will be started an hour later, depening on how a MC or MPU works its rota, it could even be two hours and if shifts goto the wire now, with an hour taken off it's going to out later. You can dream on if you think the work isn't ever going to go out later. afaik the LAT won't pass through MCs but will go from RDCs direct. The reality is when CSS machines were launched in 2009/2010 they were planned on 7000-9000 items per hour. Most are now are achieving 11 000 per hour.
They were planned on achieving a 60 % on the first wave and 40% on second wave. Viritually all but a couple of MPUs produce more traffic on wave 1 than 60% some as high as 90%.
Work will not arrive an hour later into Delivery Offices. It will depend whether a Mail Centre has a sprinter provided for the arrival on LAT or a normal 17 toner and it will depend on that arrival. The assumption is what everyone time the last arrival lands in a Mail Centre then that Mail Centre needs 90 minutes to process and than to transport that to the relevant delivery office.
Royal Mail believe that each hour costs them 100 million and Royal Mail want that hour absorbed wherever possible hence why they have looked at PDA actuals for every office in the UK and put them in one of the 3 buckets. They also reviewed every Mail Centre shift effirency and traffic profile as well as agency use.

How would that work with reserves? Or are these poor soles getting shafted again.Now most duty patterns where start of finish times vary across the days of the week balance over 6 or twelve weeks due to days off etc.
Reps and colleagues would need to be on the ball with noting downs the variation in mins/hrs and the 'balance'.
Will there be a lovely 'joint statement' about a system with work/spread sheets in place to record the mins/hrs worked.
Something official needs to be done so both sides know how it works.
