Dear Colleagues

POST OFFICE: ACAS BROKERED AGREEMENT FOR A NEW REPRESENTATIVE STRUCTURE

Further to LTB 005/18 dated 5th January 2018. Branches will be aware that further discussions were scheduled to be held with the Post Office at ACAS on Friday 9th February. I am now able to report these talks proved fruitful and an agreement was reached for a new Representative structure.

The ACAS brokered agreement was subsequently placed before the Postal Executive for consideration at a Special meeting held on Thursday 15th February. I am pleased to report the Postal Executive unanimously endorsed the agreement for a revised Representative structure, the details of which have been shared on a private and confidential basis with the current Representatives as the revised arrangements impact on these individuals.

Clearly the developments reported above are positive and we had therefore naturally hoped the progress made at ACAS would enable the Union to move forward in regard to ensuring our members employed by the Post Office will continue to receive good quality representation for the future.

With regard to the hiatus since the Postal Executive endorsed the new Representative structure, we have unfortunately been unable to publish details of the agreement as we were hoping that ideally joint communications would have been issued with the Post Office by now. However in this respect, the Post Office has now invited us to attend a meeting which has been arranged for Tuesday 27th March. Hopefully this meeting will remove any perceived obstacles and further communications will follow with more details.

Branches are advised that the Post Office has also invited the Union to return to ACAS for further talks. There was already a commitment to do precisely this as there was a significant area of work outstanding in respect of a new Industrial Relations Framework Agreement. Branches should note the earliest date available from ACAS is Tuesday 3rd April. Additionally it is worth clarifying that the agreement reached at ACAS was specifically in regard to the number of full-time Representatives going forward.

Once we have clarity and can move to implementing the agreement, the plan will be to hold a National Briefing for Branches with Post Office members and subsequently the agreement will be placed before Branches for endorsement. Following these activities, nominations will be invited for candidates to stand for the new Representative roles.

I am sure Branches will recognise that the situation described above is far from ideal. Consequently I would wish to reassure Branches that we are doing everything possible to ensure the Post Office supports the agreement reached at ACAS. I also wish to pay tribute to our Representatives who have been left in limbo by this situation and who have continued to represent our members to the best of their abilities despite the ongoing uncertainty.

Further developments will be reported as appropriate.
