Over the last few years I have noticed that buyers are claiming to have not received items a lot more than before. For example over the last two weeks alone I have had to refund two buyers and I've only sold a few things.
The first case was someone sending me a picture of the envelope I sent next to a RM apology bag with the claim the item is missing. Now I know this does happen however what stops people from keeping this bag and using it over and over again as a scam? I used a tough jiffy and in the picture there appears to be non damage except from the end being cut open. So obviously someone as scammed me by using a RM apology bag they previously got at some point or someone who works for the RM has opened the jiffy and taken the contents. Like doesn't the RM keep a note of all the envelopes that get damaged and put into a bag?
Second case is the most common. Basically a cheap item £5 or lower gets sent 1st Class and the buyer hasn't received the item. eBay always sides with the buyers and the scammers know this. My question would be does anyone have any advice when selling low value items? I'm sick of people claiming they haven't received when I believe that they probably have.
If a item is genuinly not posted and their is a return address present does the item get sent back? Any information?
Also does anyone know how long it takes to hear from the RM when a claim as been put forward and how do they contact you?

The only way to protect yourself is to use a signed for service which I know may not be practical for low value items but as you say ebay will side with the buyer/scammer.
If an item genuinely can't be delivered and you have put a return address it should make it back to you.
Sometimes the "while you were out" card can go astray and it is always worthwhile asking people to check at the DO in case the item is being held there.
It would be held for 18 days before being returned to sender.
A signed for service should provide this information.

Anyone know how RM contact you when you claim for lost goods? I made the claim online and I received the email with the reference number. Do they send me a letter, phone me, or email me to let me know if I will be getting compensation for lost goods?
