LTB 320/17 - Royal Mail: Joint Statement - LA1 Support Staff (Deliveries)

No.320/2017

12th June 2017

Dear Colleague

ROYAL MAIL: JOINT STATEMENT – LA1 SUPPORT STAFF (DELIVERIES)

Branches may be aware that Royal Mail is in the process of revising its managerial structures in Deliveries. Essentially this means that the Delivery Sector Manager (DSM) roles are ceasing and being replaced with Operations Managers and Performance Coaches.

In this regard, discussions have recently commenced with Gary Burgess, Delivery Excellence Director, in respect of the LA1 Support roles (known as DSM Supports). We understand there are approximately 70 LA1s in these roles and as a consequence of the managerial changes, our members will be uncertain as to what the future holds for them. Consequently, we have agreed the Joint Statement below which is aimed directly at those LA1 members who perform the DSM Support roles. Clearly the LA1 members impacted by these managerial changes need the reassurances contained within the Joint Statement.

We wish to be clear there is no agreement from the Union to the new Delivery structure. Indeed, management’s position regarding these developments is that the managerial structures are a matter for them and as such, Union agreement has not been sought. There is of course in respect of Industrial Relations engagement, ramifications pertaining to the Area Delivery Representatives. Branches will be aware that Royal Mail has tabled a proposal, which we have rejected, to cease Area Representative roles. Consequently, the attached correspondence to Gary Burgess specifically makes the Union’s position clear regarding the IR interface going forward. There will, however, have to be further discussions with Royal Mail to clarify future arrangements for ARs to face up to the new Operations Managers and Performance Coaches.

Accordingly, the Joint Statement relates solely to the issue of LA1 Support roles and in no way can be viewed as the Union giving agreement to the new Delivery Management structure.

Joint Statement

To: All DSM Supports

New Structure in Delivery

Following recent discussions between Royal Mail and the CWU, both parties felt it important that we should jointly communicate regarding how the plans for the future will impact on you.

Changes to the leadership structure are underway to create a more streamlined way of working within the Delivery Operation. Operations Managers and Performance Coaches will replace the current roles of Head of Delivery Performance, Delivery Sector Managers (DSMs) and Optimisation Champions.

As these new roles develop we will need to understand better exactly what resource will be needed to support the new structure going forward. This may require realigning the administrative support roles; however no decisions have been made at this stage.

We are aware these changes have come soon after the last review of administrative support and we are very mindful of the impact this uncertainty will be having on you. We are committed to working jointly to address this and we are keen to progress the work quickly with the aim of creating defined roles equipped to best support the new Delivery structure.

This will be a challenging time for all of our colleagues in Delivery and we are fully committed to jointly providing support to all our administrative support colleagues who will be affected by the design changes over the coming weeks.

As soon as we have more detail we will communicate directly with you and in the interim if you have any questions please contact either Royal Mail at delivery.simplify@royalmail.com or your Union via Andy Furey’s office at lsheridan@cwu.org.

Any questions or enquiries relating specifically to the LA1 Support roles should be directed to Andy Furey via email to lsheridan@cwu.org and regarding Delivery Area Reps and IR interface to Mark Baulch via email to outdoorsecretary@cwu.org

Further developments will be reported.

Yours sincerely

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

The daily grind of having to argue your case with an intellectual pigmy of a line manager is physically and emotionally draining.
