I mentioned this the other day to our DOM. He went ballistic. In the past he said "if a manager takes industrial action their career in RM is over". I think THAT answers your question.
Nonsense, you can tell him that would be illegal. If someone is reprimanded in any way for taking legal industrial action then the perpetrators are in very serious trouble. He is actually making stupid and serious threats by saying that and he should be very careful what he says in front of other managers and staff.
To answer the question about picket lines it would be likely that managers, delivery staff, Mail Center staff/drivers would be out on different days to maximise disruption as before so....never the twain shall meet.
