External Mediation – Delivery to Neighbour Values
Monday 7th November 2016
Dear Colleagues
Branches and Representatives will be aware of the dispute between Royal mail and CWU regarding the time necessary being allocated to delivery routes for the Delivery to Neighbour task and that as a result of either party being able to reach an agreed position, in line with the Industrial Stability section of the Agenda for Growth Agreement the matter was referred to ACAS and External Mediation.
Following discussions the mediator’s report was published and the recommendations were as follows:
A full outdoor route production study begins at the earliest opportunity and no later than the 1 April 2017.
This review of outdoor work by the Industrial Engineers is completed prior to the deployment of the new FMO (Final Mile Optimisation) system.
During the period of the review referred to in 1) and 2) above, the status quo of a value of 8.2 seconds for door step transactions, which includes the task of ‘delivery to a neighbour’, is applied.
It is further recommended that to avoid confusion, studies of outdoor work, including any Terms of Reference, refer to observed (actual) time values rather than standard minute values whenever this is the approach taken.
As a result of the above lengthy discussions with Royal Mail have continued on how to implement the mediator’s recommendations, which have now concluded with a Joint Statement in order to capture and explain these in more detail which is attached.
The Joint Statement which has been agreed with Royal Mail provides more clarity in relation to the above, the salient points with the CWU views for each recommendation within the statement being:
1. A further agreed National Terms of Reference is currently being drafted by the CWU for a full outdoor route production study which will ensure we have accurate and up to date data about every aspect of outdoor delivery working. The location of the studies to be undertaken will be agreed between Royal Mail and CWU prior to the commencement of study activity and will ensure all current delivery methods including shared van working; singleton vans, bulk delivery and rurals are included. The study activity will also include all recent product and service innovations including for example, 2D parcel barcode scanning and Amazon letterboxable Tracked.
2. As part of the mediation settlement the updated time values obtained from the study above will be used within the Final Mile Optimisation solution. The CWU will be given a full presentation and the necessary training on how and what changes within the FMO system means for the current Delivery tool suite and for future uses, and that these elements will be agreed with the CWU before any subsequent changes to existing National Agreements.
3. As part of the settlement regarding revised planning values, as some of the individual elements have increased (for example delivery to neighbour) others have decreased (letter volume decline and call rate) we have agreed that we will retain the existing higher time values in Georoute. In addition all existing Interim Arrangements that have been put in place will remain in situ until the next set of values outlined in points one and two above have been finalised.
4. Units that are currently in the IR Framework linked to the Delivery to Neighbour issue will commence discussions at local / area level on how to re-engage on revision activity. In relation to this point it is important for Branches and Representatives that the correct application of the Manual Intervention Resourcing Aid (MIRA) tool is absolutely crucial to ensuring the correct time is applied in revision activity and ensuring the changes in the traffic profile have been captured for the correct time.
5. The most contentious issue was regarding how this recommendation would be applied, particularly our concerns regarding the data/values being based on observed time rather than using standard minute values, and how fatigue is captured. However we have agreed that the future outdoor study results will ensure that all individual task times will be established via the whole walk and part walks being observed to capture the statistical sampling requirement, which will capture any anomalies in the total delivery time. This will then form part of the National talks regarding changes to existing or any future agreements.
In relation to point number 4, the correct use of the MIRA tool, if Branches or Representatives need any assistance in ensuring this is done correctly then the department has available resource through CWU experts to assist with this and the department should be contacted requesting support.
These have not been easy discussions to conclude both in terms of the discussions at mediation and then committing Royal Mail to an agreed set of words. However the final Joint Statement allows us to move forward and also ensures that the full outdoor route production study will provide the platform for all delivery tasks to be studied and the relevant planning values / time applied. We believe this is vital in order to ensure we have the correct platform to enter future National talks around the FMO and Outdoor tools.

whats the fmo ? and by my reading of it this has this been agreed ? they say the decrease in mail and call rate does that inc d2ds ? , but parcels and 2d and tracked have gone through the roof and not just this time of the year.

All sounds great, but in reality Royal Mail seem to do as they like.
In our section up until a few weeks ago, most were finished on time and a few went over by bout 30 mins.
Then they took 2 deliveries out, and just divided the outdoor work how they liked, without any consultation.

Now all 20 of us cut off most days, even the managers seem to have given up caring.
So all this talk of 'Final Mile Optimisation' and 'a full outdoor route production study' I find quite laughable.
In our section up until a few weeks ago, most were finished on time and a few went over by bout 30 mins.
Then they took 2 deliveries out, and just divided the outdoor work how they liked, without any consultation.

Not every tracked. Every item that requires a chap on the door, or as they put it "doorstep transaction". So any packet/parcel larger than letter box, Signed For's, Tracked (sig required plus oversized) and Special Delivery items. 8.2 seconds. It takes about that to take PDA out pocket and unlock the thing, then scan item. What about the time it takes customer to answer the door? What about the time it takes to input their name in to PDA and then have then sign for the item? Absolute lunacy for them to even attempt to justify this figure. And whilst I am on that, 8.2 seconds seems pretty precise, no? Why not just round it up to 9 seconds? I mean it is still ridiculous, but at least it would be a nice round figure!

If all attendance call items are being grouped together collectively as adding 8.2 seconds per call, this truly is a lunacy move!
On a very good day, I would guesstimate the additional time compared to simply putting mail through the letter box would be...
~15 seconds to simply hand over an over-size item
~20 seconds to hand over a 2d scan oversize
~50 seconds to hand over an item that needs a signature
You could easily add ~10 seconds to each of the above for a whole duty average.
Now when the recipients are not in...
60 seconds waiting for an answer to your knock/ring
~20 additional seconds to walk to a neighbour's door in urban areas (~5 seconds or so if a block of flats)
Upto 60 additional seconds waiting for an answer at neighbour
~30-60 additional seconds to hand over parcel to neighbour
~20 additional seconds to walk back to intended recipient's door (less in block of flats)
~30 additional seconds filling out p739 to say parcel is back at office or with neighbour
8.2 seconds? They've been watching too many X-Files where time stops due to a "close encounter."

area reps/div reps/lino's/gaffers/ and senior managers should all do a delivery to see for themselves that it is a complete load of absolute shite to set 8.2 as a marker for doorstep transactions. how out of touch these people are beggars belief.

it says 'the status quo' of 8.2 seconds to be in place until they come to an agreement. does this mean royal mail where hoping for LESS than this time.?...I would ask any area/div rep/ executive union member/ or gaffer of ANY level...do they think they could knock on 2 or 3 doors, waiting for an answer then writing a p739 card out in 8.2 seconds? show us how!!! PLEASE.
