OMP - Terms of Reference – New Delivery Methods Trial (Small Pouch)

Dear Colleague

Branches will be aware of the ongoing trial in Walsall DO and Royal Mails insistence on the use of a delivery vest to support the outdoor operation which the CWU did not agree with. As a consequence of this impasse the issue was taken to external mediation which we have now concluded, and subsequently agreed outside of the mediation that we will not pursue the Vest option but will instead trial the use of a small delivery pouch to supplement the multi bundle approach. The pouch in question is the ‘Starburst’ pouch which has an 8kg limit.

Discussions have continued with Royal Mail regarding the changes to existing Outdoor Delivery Methods and a Terms of Reference (attached) has now been agreed and subsequently ratified by the Postal Executive on the 2nd August 2016. However the CWU have been very clear in that we will not proceed beyond the existing 12 delivery routes until a number of issues within Walsall Do have been satisfactorily resolved. In return Royal Mail has already provided an update on the issues but this does not satisfy our requirements at this point in time although things have taken a positive and significant step forward. An action plan has been put in place and Tony Bouch PEC will be involved in the progress of this on a weekly basis, including providing the outdoor department with ongoing reports.

The TOR was agreed by the Postal Executive in principle and on the basis that the trial will be extended in Walsall DO when the issues are satisfactorily resolved.

Following deployment of the new methods trial to the 12 routes in Walsall and after taking feedback from the OPGs involved, including a jointly produced ergonomic assessment, both parties will meet to discuss the next steps which will include extending the trial to the whole delivery office utilising the existing TOR’s, and the removal of the bench merging tool.

Both parties also recognise that as a consequence of this trial, the removal of the indoor bench merging tool and introduction of the small delivery pouch there will be a change to the indoor merging workplan and full consultation will take place on this aspect. Also any new method will be subject to further work study/measurement and evaluation by Industrial Engineers.

All data/information generated will be jointly evaluated in line with the existing TOR’s and as part of the overall Walsall OMP trial evaluation.

nah don't carry bags , use lwt everyday and every loop , no weight on shoulders as we was instructed by the cwu/royal mail , the way cwu are going we will be back to bikes again , lol

Isn't it just for door to doors with this new way of working where they don't want walks to be prepped on a frame? but, yeah, it flys in the face of everything they have been saying about getting weight off the shoulder.

have you seen the downloaded document ? I have and I cant get my head around it as they go back on themselves , mail carried in these on lighter days ? nothing mentioned about pkts and parcels on so called lighter days , weight on waist not shoulders with these ? he mentioned d2ds in these but does that inc the loose mail to merge ? it would be interesting to see a picture of these pouches and how you wear them . so your carrying a bundle of mail , pushing a lwt full of mail and pkts , carrying a pouch with what every in it and mixing d2ds and mail as you go , hmmm only got 2 hands , mind you theres one thing they cant take away from us , FINISH TIME

Because of tenements, flats most of Glasgow are still on bags on shoulders. Now there will be 2 bags to contend with.

I can just imagine a room full of suits at RM HQ discussing this problem.

It must be a really hard job trying to SAVE MONEY &INCREASE POSTIES WORKLOADS....But try and come up with some clever solution for Re-Inventing the Wheel!

At the same time trying to convince the workforce that it's a good idea, and it will work.

Wouldn't you just love to see one of these Suits demonstrating in the yard just how you can pull a LWT (with a "Small" Bag of households over your shoulder), clutching your current bundle in one hand, perhaps a large parcel under your armpit, feeding households in as you walk along, trying not to drop your PDA and filling out dockets with a pen clutched between your teeth!

In the Forces they always said, "IF you don't understand something get them to show you how to do it"! Now that would really spoil the illusion wouldn't it?

If this starburst pouch is attached around the waist, then it's going to be fun delivering to low letterboxes. The builder of a new estate in my town has kindly installed letterboxes 4 inches off the ground in every door. dozens and dozens of them.

Report the builder for those letterbox as get someone to educate him the error of his ways. If I was goverment I would fine those companies for manufacturing and installing those ankle height letterboxes.
