LTB 682/15 - Transfer of Work to Royal Mail from Parcelforce

No. 682/15
Ref: 711.09
Date: 22nd October 2015

For the attention of:

All: Postal Branches
Divisional Representatives

Dear Colleagues

Transfer of Work to Royal Mail from Parcelforce

The department were recently informed by the business that the Royal Mail network will be receiving some additional tracked traffic, which is due to a change in contract arrangements that currently exist between Parcelforce Worldwide and an international customer.

Discussions have taken place with the business and have culminated in an agreed Joint Statement for the transfer of this work, which was endorsed by the Postal Executive at its meeting on 20th October 2015. For reasons of commercial confidentiality the Joint Statement cannot be published, however we can confirm the salient points are as follows:
Ø Service change is targeted to commence 2nd November 2015
Ø The international tracked items from the customer involved will be received in the UK by Parcelforce Worldwide
Ø The items that are within specification, i.e. less than 20kg in weight, will then be dispatched to the National Distribution Centre (NDC) for onward distribution and delivery within the RM network
Ø It is estimated that the amount of items transferred from Parcelforce to Royal Mail network will be between 10k and 36K (peak) daily
Ø The items that are not within specification, i.e. 20kg and over, will continue to be delivered by Parcelforce in line with current arrangements
Ø Any necessary mechanical handling equipment changes at NDC are currently being progressed with full CWU H&S involvement
Ø Any necessary change activity to duty arrangements at NDC will be progressed at pace in line with the IR Framework

Any enquiries in relation to this LTB should be addressed to Davie Robertson, Assistant Secretary, e-mail: dwyatt@cwu.org or shayman@cwu.org quoting reference number 711.09.

Yours sincerely

Davie Robertson
Assistant Secretary

So that's more tracked parcels. Any extra time being allocated for delivery staff to deal with them ??? I think I can guess the answer. And of course, the Union is agreeing to it.....

So we can deliver 19.9kg parcels solo now? I thought that was heavier than we're allowed to lift without assistance?

Time is either within your current contracted hours. Or it is on your or someone else's overtime docket. Or it is part of a new duty.
Same as it ever was.

Yeah they'll probably enter our network as those international no signature "specials" so although in reality we've no obligation to do so we'll be told we have to attempt them before 1pm. Oh well at least they've managed to accurately forecast the amounts, between 10-36k !!

Going on the higher 36K per day figure, that's probably going to mean just over 1k extra specials per MC. With the size of some of the Tracked items that come through now, I wouldn't be surprised to see Parcel Force merged back into RM eventually

I'm expecting this too in the future as it seems pointless having two separate delivery brands under the Royal Mail umbrella. I think the work will stay as it is now but the vans and branding will be Royal Mail only.
