Union negotiation brings end to zero hours contracts at Whistl as MPs call for Ofcom remit to extend to labour standards

Community, the union at Whistl, has negotiated an end to zero hours contracts in the UK's second biggest postal company as part of this year's pay deal.

The deal, which will be backdated to 1 January, also increases the number of staff who can earn a living wage and includes a commitment from the company to work with the union towards all employees earning a living wage.

The commitments from Whistl were secured before today's publication of a House of Commons Business Select Committee report, which called for postal regulator Ofcom's remit to extend to upholding labour standards in the sector.

In the past few weeks, Community's members across the company were balloted on the deal and an average of over 85 per cent voted in favour.

General Secretary, Roy Rickhuss, said:
"The ballot result is confirmation of the way Community has approached negotiating and organising within Whistl to achieve better terms and conditions on behalf of our members. The recognition by Whistl management that it needed to move away from workers on zero hour contracts and work towards implementation of a living wage is a major breakthrough. This deal is a big step towards our objective of securing a living wage for all Whistl employees, which we will continue to pursue.

"We understand that companies in the post and parcel sector and the people working within it need to be dynamic, efficient and responsive to the market so that all can share in its growth and development.

"We will look carefully at what the MPs are proposing in terms of extending Ofcom's remit to consider labour standards. However, through our engagement with Whistl, we have shown that the best way to improve employment standards is through constructive and effective trade union involvement in the sector. We would hope that MPs and any future government would wish to encourage further partnership working between companies and unions in the sector, irrespective of the role of the regulator.

"Throughout 2015 Community will continue to work closely with Whistl, our members and others to consolidate and improve Whistl's position within the post and parcel sector and to ensure that our members are fairly recognised and rewarded for their part in the company's ongoing success.

"We will also continue discussions with the CWU as we both aim to ensure the UK post and parcel sector is based on good employment standards."

After six months service all workers in Whistl's end-to-end delivery units, who are currently on zero hours contracts, will be initially offered new contracts with guaranteed hours calculated using an average of the hours worked over the previous 12 weeks. The company has also agreed to double its pension contributions to two per cent of basic pay.

Community represents workers across Whistl in transport, sortation depots and end-to-end delivery.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Fair enough don't give a s**t about the T&Cs of the whistl posties, but then later suffer the consequences because sure as eggs is eggs its better to try and bring theirs up to ours, than for us to fall to theirs.
