contracted hours changed after interview

I wondered if this has happened to anyone else, passed the interview for the job I applied for which was part time 24 hours a week and received phone call saying it has changed to 20 hours is this normal

From your performance at the interview might they have thought that you are capable of doing 24 hours work in just 20 hours ?

Think managers will give you more hours on top of 20 hours contract but they just want you on lower rate of pay for holidays, delivery supplement, and sick pay (After first 12 months) Just to help them make more savings bonus for them to get a bonus.
