RM don't want to end the culture of chasing time, it means that members are constantly working at a far higher rate than they would be otherwise, It's their version of piece work and any suggestion that they want to stop it is utter bollocks. They could stop it overnight by holding members at their place of work until their hours are completed. That's their right as an employer.
The union don't want to end the culture of chasing time because it would be deeply unpopular with those members who still benefit from it, especially in the militant and most vocal areas that seem to do best from this arrangement. To be honest they're pretty powerless to stop it anyway while the business sees it as an overall benefit and a stick to beat the union with over percieved inefficiences.

if the cwu are that keen on posties starting on time by the way I do and go over everyday , I cannot understand why the union aren't pushing for some type of clocking on machine or card scanning machine as you enter the building and when leaving the building to go home as pdas wont show that , would that not help stop idiots working for nothing and starting an hour before there time , as in our office. The most important thing is how much time is spent on the duty every day. Are people actually working their contractual hours or less. Then we can also ask if they are doing the job properly and so on.
I have said previously that it is so easy to measure the delivery side of the job using the PDA - you log on before you go out and then log off after you have cleared your work and returned the keys (and the PDA).
If we can measure the actual delivery times then the indoor aspect will be easy to add and then we can have the true picture (and no doing any work prior to start time).
So can we move away from what time people finish? Thanks.
* Dingo said some come early to finish early - correct. But then said most are finishing early without saying why (sort of implying that they are working less than contractual time). Which is which?

In line with the new national Agreement between Royal Mail and CWU-Agenda for Growth, Stability and Long term Success 2014-the Royal Mail Delivery Management team and CWU in Scotland are committed to working together to bring this agreement to life on a consistent basis.
Our ambition is to continue to improve performance, professionalise the delivery operation and crucially ensure that our people working in delivery are treated fairly and with dignity and respect in the workplace. It is our intention that our people will work safely and deliver excellent costomer service at all times. We will ensure that our people will feel valued and treated with respect in an environment where workload is allocated fairly and efficiently on a daily basis.
im in the west of scotland and rm and cwu in our office have ripped the pish right out of this agreement
both just laugh at you when you bring it up rep even endorses use of bags instead of trolly as it is quicker then blames the opg for being slow
In terms of professionalising the operation, we want to increasingly standardise processes, procedures and compliance with the agreed ways of working. Listed below are four areas we see an immediate opportunity to improve now that the business transformation revisions have been completed.
1. Weekly Resource meetings- These meetings between the local DOM and CWU rep must take place every week, giving people in the office clear early sight of the work they will be scheduled to perform the following week. By using the principle of resourcing to workload fairly and efficiently, we will allocate tasks on an individual basis and explain to people the rationale behind the decisions that affect them.
2. Start Time and Meal Reliefs- Our people will be expected to start their duty at the planned time and not before, Eg If your start time is 0700hrs you should sign in and be ready to start work at 0700hrs. If you are LTFT you will be expected to sign on and be ready to start work at your planned time on a daily basis. It will not be acceptable for any colleague to start work before their planned time unless authorised by their line manager on the day and is covered by either normal overtime arrangements or flexible working in line with the Pay and Modernisation Agreement 2007. We expect all staff to take their meal breaks in line with their duty structure. As a minimum standard all staff will be expected to take an element of their planned meal relief before they leave on delivery.
3. Using Delivery Method Equipment- Royal Mail has made a substantial investment in Lightweight Trolleys, HTCs, PDAs and additional vans in the delivery operation to help to compete in the parcel market and also take the weight off the shoulder of our delivery postmen and women. We expect all delivery staff to use the nominated equipment for their walks every day.
4. Cars on delivery- All new delivery routes post transformation will have been designed to perform the delivery operation using the designated equipment, either HCT or operating from a Royal Mail vehicle supported by the use of a lightweight trolly where appropriate. The practice of using private cars on delivery ceased in all delivery units on the introduction of the transformation revision where methods have been introduced. This includes all travel to and from delivery. Therefore no colleague will be allowed to use their private car during duty time going forward.
Both parties will work together over the coming months to ensure compliance to these standards is acheived on a consistent basis. Both the Agenda For Growth Agreement and previous national agreements commit us to work flexibly and we will work together to acheve this without compromising on compliance to core standards.

Can I just say some folks should give dingo a break. We might not agree with some of his statements or sentiments but there is no need to 'flame' him and the CWU whenever he posts things here...
Having said the above, I feel there is a big disconnect somewhere between the members and some of the higher echelons (just going by dingo's statements) of the CWU.
Resourcing to workload is something that will change the way we work forever but before the CWU simply agree with RM about mail being down, the bite of competition, he regulators and being a privatised company, we have to get our house in order.
For example, dingo talking about finishing times instead of workload is the sort of thing that RM will be happy about and push vigorously - some managers already use that as a divisive measure. Workload is different all year round, at different offices, for different posties. We cannot simply generalise and say mail is down therefore everybody's workload is now lower by x% - it does not work like in delivery.
It is now more important than before that the CWU push for people (members) to work to time and use correct equipment. This should be a consistent theme for as long as it is needed for the message to get through. If members in large numbers still do not follow the representation of the CWU, then we shall all have ourselves to blame when things turn sour. By at least the CWU will have tried hard!

However, if my office is a indication of what the rest of the country is like then we have no chance.
It's very much an every man for himself at mine. Nobody cares how bad a day anyone else is having or what time they started or finished.
All they care about is themselves - they start when they want, try and sneak out on delivery when they can get away with it, leave whatever they can get away with, take a van to use just for themself if it means they can go a bit quicker. doesn't matter if that means someone else is left without a van and has to use a NCT - if there is one to use.
It's all about getting in and getting off home as early as possible.
It won't matter to them or the management if an effort is made to enforce start times, meal breaks and correct delivery methods. If they can continue to get away with an early finish they will find a way.
Management won't care about it either - as long as everything is taken out they don't care how.
Do i have a solution - -yes, it's simple - get managers to actually manage. it may happen in some offices, but it certainly doesn't in mine.

I find it very disconcerting that more lapsing is being championed by the Union and yet nothing has been done about adding time into duties for deliver to neighbor. We are constantly told by the business that revenue is being lost to competitors, not just in letters, but in parcels and achieving first time delivery of parcels is important, because that's what customers want.

More than likely the reason for the last 2 weeks early starting is because the office OT bill has shot up since starting on time(no surprise to me ).Which has resulted in attempts to bank hours'challenge OT etc etc and its coming from the AM via the DOM resulting in the same old low level bulling and half truths passed onto to members on a 1 to 1 basis which is denied later..The 20 minute enforced break before leaving office was supposed to come in last week but cro magnon man no longer has a set date so what has been a positive start looks to be returning to business as usual.
