Highlights the exact problem as to what the Union and RM see. My day finishes at 11.15 some OPGs hadn't even left the office to start their delivery at that time, some are finishing at 1700 and the union are on about resourcing to workload ffs. You see the rep for London banging on about how the threat from TNT is a imminent BUT so is the inefficient methods of working and being over-manned even before TNT get organised. TBH they're not helping by maintaining the manning levels they are. Our offices have greater part time members year on year and have been working towards a stable ratio but nowhere near 75% but at the moment it's about 55/45. If our depot HCT walks are done anything close to how we should be working (pushing HCT around; filtering mail for next address while standing still; not leaving attendence call parcels in insecure areas like unlocked porches etc.), all that happens in the quiter summer period is that there is a vague possibility of finishing the whole walk inside contract hours on the odd day... With literally ~5mins to go until home time once you have dealt with undelivered mail back at the depot!
But for most of the year, the whole day's workload is completely unrealistic, ~25% of delivery can be "left in the frame" and you can still struggle to be done on time. The amount of parcels we are now dealing with on a daily basis is roughly equivalent to what we were delivering during the "Xmas pressure" weeks 5 years ago.
We could create an additional ~5 HCT walks from these unralistic duties, which through most of the year, will need their own OPG to deliver. Then during a true dip in workload, these could be lapsed back to the orignal duites and free up more holiday slots.
The problem is, not just at my depot I suspect, the starting point for this summer resourcing is lunacy.

The problem you cause by"helping" staff still out on delivery is some take the p*ss and start going slower and slower knowing someone else will do there work for them. That's all very good and as it should be, except that the manager will often say "see ya" to posties getting back early with vans, who are allowed to go home, as he gets in their van to go and do this assisting !
The staff that do go back out to assist actually get overtime, whilst others have gone home(often up to 3 hours early).
I kid you not, this is actually going on in my office on a daily basis.
And yes, even with the election stuff, some staff are getting O/T to help deliver it all.
If staff are getting done 3 hours early give them packets or sorting

Further to the update given by Bob Gibson, CWU Assistant Secretary, at CWU’s Annual Conference last week, intensive discussions with Royal Mail have continued in trying to reach an agreed set of national guidelines to support Summer Resourcing arrangements for 2014.
Those discussions have produced Summer Resourcing Guidelines which have been endorsed by the Postal Executive today.
This is the first time that we have agreed a specific set of national guidelines for the summer period, although we do have national agreements, agreed tools, procedures and processes already in place to support resourcing during this period and they will not be affected by this initiative. The difference is that we are asking units to come up with a summer resourcing plan that is not the usual 2 weeks in advance plan but for the whole summer period commencing on Monday 2nd June through to week commencing Monday 25th August, when we should start to move into the autumn period when workload normally starts to increase.
We do not underestimate the size of the task but we are optimistic that the guidelines will assist our Representatives and DOMs to arrive at a sensible agreement. To support this initiative a Joint Workshop was held on Tuesday 6th May involving CWU Divisional Representatives, Delivery Directors and IDP Steering Group members to explain the guidelines and what it means for our members, Representatives and managers.
Following the Workshop and during the course of this week the CWU Divisional Representatives and Delivery Directors will cascade the information and guidance to all DSMs and ADRs and this will subsequently be cascaded into all delivery units, supported by a video with a clear message from Sue Whalley, Chief Operations Officer, and Bob Gibson, CWU Assistant Secretary and an interactive WTLL session which supports this approach.
Clearly there are things happening around us that we need to respond to, such as the traditional reduction in workload during the summer period, compounded in some areas by the loss of letters to TNT and the loss of parcels to Amazon and other parcel couriers.
Both parties accept that we need to work together to remain efficient and competitive and this initiative is part of that process. However, we do need to ensure that this is done fairly and with the full involvement of our CWU Representatives. It is not a carte blanche opportunity for Royal Mail to impose lapsing and absorption and the guidelines make that absolutely clear. There are processes to follow and it should be used as a positive opportunity to provide more summer leave slots for our members and an opportunity to deal with outstanding and carried over leave.
This will be a real test of the relationship between CWU and Royal Mail and hopefully an example of cooperation and change in culture that provides everyone with some form of benefit. The pertinent extracts from the guidelines are as follows:
This does not affect or change any existing national agreement and all current agreements hold the field.
To jointly produce and agree a summer resourcing plan utilising all paid for hours, including overtime, that accurately aligns resource to workload in an efficient and fair and manageable way.
All summer resourcing plans will not be based on any predetermined lapsing/absorption plans or budget targets.
To provide people with advanced notice of what work they will be expected to do on a daily and weekly basis over the whole summer period and to provide additional annual leave opportunities over the summer period, including opportunities to ‘burn off’ any outstanding or carried over leave.
To jointly identify genuine opportunities where it will be possible to absorb workload including any travelling time within the scheduled duty time and not take people past their scheduled finish time.
Weekly resourcing meetings will take place and will review the agreed summer plan and make necessary adjustments to reflect any change in traffic against that forecasted and planned. These meetings will have adequate time afforded for the CWU Representative to actively participate.
The Fairness, Dignity and Respect guidance should be referred to and put in place where necessary.
As part of these new guidelines it has been agreed that the Integrated Delivery Programme and the Resourcing to Workload Strand, will be monitoring its successes and failures through the summer period to feed into the work of the strand going forwards.
Attached to the LTB are the agreed national guidelines and also a timetable outlining the phased approach to implementing the Summer Resourcing plans.

It really is a strange world , last year this site and more generally the wider Royal Mail said that absorption was out of control and that management was being driven by budget and not traffic to absorb in offices and in doing so were forcing people to work beyond their time and bullying was out of control.
The union has responded to this by saying that absorption cannot be driven by budget and cannot force people to work beyond time and bullying is unacceptable and needs to be raised where it happens.
This is the starting point for this agreement which attempts to stop the worst examples from last year happening.
Now let's deal with realities , depending on where and when your offices model week was set at , normally during the summer traffic drops off , I have been in the job 30 years and this is nothing new. This agreement attempts to match traffic to workload and by planning it in advance is aimed at giving postmen and women a plan of what should happen in their office.
This plan is against indivduals working their normal hours , not increasing their performance but where work is lower maybe doing more work.
Now TNT has an impact in some areas and a real impact at that which will have implications in all postcodes. Amazon is also a concern and remember the growth in parcels is not everywhere !
So what would you have the problems of last year when management via a conference were introducing absorption or an opportunity to get an agreed plan for your office by ensuring you stop budget absorption , absorption making people work beyond their time ?

Dvbuk believe or not the PDA information shows in most of the offices which have it switched on including the North East and North West. That ping that sends the signal every 90 seconds was switch to 30 seconds and is revealing , equally it also has shown in some cases where an individual has gone past his or her time.

How do you manage to ratify that in London where, by some accounts, people are finishing 3 hours before their time? Is there a list of offices being monitored dingo or is it a closely guarded secret. in my area we have opgs finishing 11/2 -2 hours early then on to their 2nd jobs or o/t in work hours dom doe snothing because he needs them to do o/t
