RM/CWU Regional, Business Unit and National ASRs Health and Safety "Drains-Up Roadshow Meetings" Programme:



Further to earlier Health, Safety & Environment Department communications and briefings to CWU Regional Health and Safety Forums, this is confirm and clarify that it has been agreed between with the Royal Mail Group Director of Health, Safety & Wellbeing Shaun Davis that a series of 5 Regional "Drains-Up" "Roadshow" meetings plus one for RM International will continue to take place on a one per Royal Mail Opps Region basis plus this will be followed by a National ASRs joint Health and Safety Conference/Event. Similar joint meetings will also be arranged in due course for RM Logistics ASRs and RM Parcelforce ASRs, once the new Heads of Safety and their new Safety Teams have been established, in the near future.

These meetings have been agreed and arranged firstly for CWU ASRs to meet the RMG National Health, Safety and Wellbeing Director Shaun Davis face to face and for

Mr Davis to summarily outline his Safety, Health and Wellbeing strategy and plans for Royal Mail Group going forward and to emphasise the importance of RM/CWU joint working on Health and Safety improvements, initiatives, accident reductions and give updates on national initiatives and joint talks but primarily, the meetings are for CWU ASRs to talk directly, face to face, with the National and Regional Health and Safety Directors and the Regional Safety Teams in an open forum about current occupational Health and Safety concerns plus ongoing, developments and programmes etc, along with day to day issues ASRs have. The meetings will cover priorities, policies and improving processes and procedures for getting prompt attention and remedial action at the local and Regional levels without having to escalate things to national level.

The meetings are not intended to be "Death by Power Point" and for ASRs to be talked at and lectured for several hours by Safety Managers - it's intended to be a two-way debate with nothing ruled out, with full and frank open debate encouraged. The idea is about making progress on the basis of genuine ASR involvement and input and for ASRs to be able to air their grievances in the presence of the Directors at the top of Health and Safety in Royal Mail Group and in the Regions and Business Units and for both sides to collectively commit to improving safety, health and wellbeing, extending involvement and input and improving working relationships, moving forward positively.

Once the programme of meetings has been completed, there will be a joint national review of the action points from the meetings and remedial action progress.

AGENDA ITEMS:

In order that Shaun Davis RMG Director Health, Safety & Wellbeing and Regional Safety Directors/Business Heads of Safety can consider ASRs issues prior to the meetings, ASR should send any agenda items, questions, issues, concerns, that they wish to be raised with Shaun Davis and the Central and Regional or BU Safety Teams to a named contact point for each meeting.

One major issue already raised by the Health, Safety & Environment Department has been in relation to the need for clear instructions from Shaun Davis and the Regional Safety Directors that Members must not be prevented or obstructed from reporting an accident and that ERICA accident reports must be completed first, prior to any Root Cause Analysis being undertaken and forms completed (various RCA forms are not agreed forms). Secondly, that ASRs are promptly notified of all accidents and provided with ERICA Report copies. However, a number of ASRs continue to report problems to the Health, Safety & Environment Department that this is being blatantly ignored with some operational managers completing the RCA or HERCA forms first and ERICA second, ignoring the instruction and abusing the ERICA process, using RCA in some cases as a "filter" to decide whether they will allow the individual accident victim to record an accident by completing the ERICA report and declaring that it was not an accident, telling the individual that for example it was an "incident" or a "near miss" or a "first aid incident" or something else (anything but an accident in fact!) This is both illegal and certainly not agreed with the CWU or endorsed by the Royal Mail Group Director of Health, Safety & Wellbeing - This issue has been placed on the Agenda of those meetings that have so far taken place and negotiations to conclude two new National Agreements on Accident Reporting, Notification and Investigation should be concluded and signed off for publication imminently.

All T&S Expenses will be paid by Royal Mail and claimed in the normal way.

These are important meetings which I urge all ASRs to attend. I would appreciate ASRs taking this opportunity to raise any issues at these meetings, rather than at a later date directly to myself.
