They do this to stabilise the share price during the early days of trading,they don't make money out of it directly because it's a neutral trade although the do make extra commision.
What it basically means to you and me is that the Governments share has now dropped from 37.8% to 29.9%.

From Admission to 11 November, the total number of Royal Mail plc voting rights held by Postal Services Holding Company plc was 378,100,870 (37.8%), comprising (a) 299,840,000 Ordinary Shares held directly and (b) 78,260,870 Ordinary Shares loaned to UBS Limited under the provisions of the Stock Lending Agreement (as described in the Prospectus) and returned to Postal Services Holding Company on 11 November in accordance with the Stock Lending Agreement's terms.
The change in the total number of voting rights held by Postal Services Holding Company plc, as notified in this Form TR-1, results from UBS Limited exercising the over-allotment option (as described in the Prospectus) in full in respect of 78,260,870 Ordinary Shares on 8 November 2013, and Postal Services Holding Company plc transferring such number of Ordinary Shares to UBS Limited on 11 November 2013 in accordance with the terms of the over-allotment option (as described in the Prospectus).
