We are back to mail volume falling... The work output is not falling: some items of mail is falling while others are increasing. The time was never built in - it might have been built on a computer model but that is not the point when it comes to the real issues.
This where we get let down time and time again.
I don't know what iwt is but if they do not physically count the letters, flats, packets, tracked and specials; they cannot prove that the time was built in to do d2ds. I guess the Union will not really challenge them on the accuracy of their figures: why bother? Lets just go on strike for about £150 a year more and make more grandiose statements...
The real issues that affect most members are the small things that do not get the headlines like pay and pension. I think it is time we start to separate Conditions from Terms (T&C). The C actually is far more relevant than the T for a whole load of us.

The traffic is calculated using average container fills (ACF)
If you/your rep actually believes the figures are inaccurate they can ask for a full office count.
On a smaller scale, your manager should be able to tell you what percentage of the sequenced mail goes to your walk.
From the total traffic figure you should then be able to calculate roughly how many items you have.
You can then count your own mail to see if it is roughly in line with the total traffic.

I doubt my manager really use the IWT - unless when his boss properly puts a gun to his head. He even gets the LM to do the duty rota - because it is usually cocked up...
Anyway, there are all sorts of theories but I can confidently say that this tool is not used much in our office. Prior to P&L and the big revision, we were asked to count packets, recorded and specials - those figures were not even collected from us.
During the actual planning, we were asked for the same figures again. The resultant revision (or lack of) clearly did not make use of the figures and most of the walks were left as they were - save for some that were collapsed or minor changes here and there.
There is still about 1 hour or more betweens some walks and 60% of the Part-time walks are bigger than the full time one. How they decided which was to go to a FT staff or PT staff, who knows?
People that are on easier rounds can easily absorb the rise in D2Ds but like I said, most people are now doing d2ds in their own time. Wrong but once some established and vocal posties start doing something wrong, it generally becomes infectious. Doing P&L and shared vans requires some compromises and there is just a few times that one can moan about working with x, y or z. Even falling out with other posties is something that can only be done on a limited basis; regardless of one's principles.
Small office, mostly established staff members, easy-going, set in their ways, manager is biddable and non-offensive (still a manager with the usual flaws), no Union Rep (even when we had one - old manager tends to ignore him). Not a bad place to work but still the usual unfairness, heavy workload for some, some level of pressure and posties being posties - doing certain things the wrong way.
