It is a legal requirement to put known risks that could materially affect the share price into such documents. The prospect of strike action has not affected demand for the shares, though. So, here's a scenario for you...
Offer closes. Government sets price of shares at, say, 280p.
Conditional dealings in the shares commence on 11th October, shares rise to, say, 300p, driven up by those who did not get all the shares they wanted buying the additional shares released by government (they have a clause perrmitting this), and shares of those who are selling out to bag a quick profit.
October 16th, the union announces an overwhelming YES vote in the ballot. Share price barely wobbles, because institutional buyers had already assumed there would be strikes.
Three days later, after RM convened hastily-arranged talks with the CWU, a deal is struck and announced to the media. The share price leaps, to 330p the upper end of the government's original price range, and Everyone's A Winner, baby.
Except the taxpayer, who watched the government flog shares in a national asset at 50p per share less than they could have sold them for. That extra money now lines the pockets of their already-rich pals in the City

I'm buying loads, fantastic opportunity. CWU or anyone else hasn't convinced me in the slightest that its a bad idea to move forward. Short term it seems sound solid. Long term can be fantastic, yet kinda risky.

You pretty much hit the nail on the head. IA will no be a surprise and if there is IA it will end sooner or later. Canny investors will be seeking to BUY if the share price falls due to IA with a view to selling once the dispute is settled.
