What happens to shares when someone leaves?

I know that if someone leaves within 3 years they will potentially lose their shares. But what actually happens to them?

Do they get sold on the stock market?
Do the government keep them?
Do they get redistributed among the remaining workforce?
Or something else?

I worked for British Gas at the time they were privatised and the shares were held in trust for 3 years.If people left the industry within those 3 years,then the trustees sold the shares on the stock market and they received the payment for them minus a small admin fee.I not sure if the government are doing the same for RM shares.
