Rcs problems.

Hi all,
Been a postman for 16 years now, for the past 7 months I have been an acting manager, here's my problem! Every time I try to get in front of the computer and learn new things I'm either directed to other jobs within the office or sent to cover part walks at other offices.

Now! I don't mind and understand that this is all part of my acting role put I'm useless at imputing data into the rcs tool and I am wondering if anybody has any solutions for me or can maybe guide me step by step?

Isn't the RCS done by the guy who does your a level tasks
