Could anybody tell me the official procedure regarding hct walks not being able to use their trolleys due to snow and ice?

liase with your DIM ( if he has even a small part of a brain they will know what you are on about ) and say that you dont feel that taking out an HCT will be safe for you to do so due to ice / snow etc.

if you can get bags dropped for you to use then do so, if you think that your whole walk is not possible tell them so.

however it will probably mean that you will have two days of work to do or more when it's possible to do your walk.

I myself have a very hilly walk with lots of high steps and long steep driveways, I will see what it is like tomorrow morning and take out what I know is possible ( and it's my day off on Wednesday )

at the end of the day you will be responsible if you fall over on your walk not your DIM.

But with the new ways of working you are not supposed to carry a bag!!!

then as I said, the walk does not go out IF you do not feel it is safe to do so.

The removal of weight on the shoulder means the removal of weight on the shoulder as an everyday delivery method,it does not mean you will never under any circumstances pick up a bag again.
What you have to judge is what is a safe delivery method.
If you genuinely believe that carrying a bag is unsafe,then you don't,it's your call.

What usually happens up here where it snows a bit is we go out in pairs in a van(even in the pre-P&L days),take a bundle each and deliver it,move on and repeat.
Obviously you aren't going to get as much done but....who cares?
If it becomes too dangerous or you can't get parked you go back to the D.O.
It isn't rocket science.

I would say that is not a question that could be answered with an authority on a forum as it would depend on what other footwear and what protective clothing they had access to. It would be to some extent the up to the individual and his colleagues to raise any concerns with management/H&S Rep, the manager should address these concerns. The individual could be sent home to get more appropriate apparel, or the manager could get appropriate items from on site storage.

However, the ultimate responsibility would be on the individual to ensure that they are properly attired for the weather conditions.
