The other day I requested from my manager the contact details of his manager.
He replied "my manager has said that he is not happy giving his phone number to any staff member"
I was under the impression that he could not refuse my request, after asking a couple of more senior staff they said the same thing, he can not refuse.
I did say to the manager if I'm unhappy with the way you are behaving or if I think that a decision that you have made is unreasonable I should be able to contact your manager?
He replied "whatever decision I make, is final, if your unhappy with that, then you have to find some other way to contact my line manager"
Could someone please advise, my union rep is also looking into what to do.

motherhubbard is right if you put in a grievance about your manager it should go up to their manager if not at a stage 1 it has to at a stage 2
anyway managers hate you putting anything in writing
