In adverse weather conditions (ice, snow, and slippery conditions) the HCT must only be used on cleared surfaces and with extra care

I think the point is if there is a covering of snow or ice on a significant part of the delivery that hasn't been cleared the HCT shouldn't be used at all.

You take your instruction from your Manager!

They can instruct based upon the result of completion of the Severe Weather Tool.

An accurate assessment resulting from the tool can only happen if the information input is accurate. It should be completed in the presence of the Health and Safety Representative and be input with the correct local data most of which is provided from yourselves. (Don't provide inaccurate, little or no information then complain that you've been asked to do something which is unsafe.)

So if you can't push the HCT in the snow, how do you deliver the mail? There are no bikes to use, not enough vans and you cannot carry a bag on your back, what is RM's solution? Can you leave the mail until bad weather over ?

You can carry a bag; They are used for exceptional circumstances, (e.g. blocks of flats), severe weather is an exceptional circumstance too.

Bags were causing health problems mainly due to their continued use over long periods of service, the occasional use of bags in short term exceptional circumstances should not cause similar problems. (The bags you should be using are not the same ones you use on your LWT with a 11-16 kg capacity, they are smaller.) Your office should ensure that they have already ordered sufficient of these bags should it be deemed a reasonable method to use in severe weather.
