HSE Current Consultations and Discussions

Take the opportunity to influence health and safety policy. Participate in the current public consultations and discussions below, and help make a difference. The Health, Safety & Environment Department has and will continue to submit detailed responses.

Current consultations

CD244 – Consultation on proposed regulations to implement Council Directive 2010/32/EU on preventing sharps injuries in the hospital and healthcare sector[1]
This consultation seeks views on the Health & Safety Executive’s (HSE) proposals to introduce new regulations to protect healthcare workers against the risk of injury from sharp medical instruments. The regulations are provisionally titled The Health & Safety (Sharp Instruments in Healthcare) Regulations 2013. This consultation began on 8th August 2012 and ends on 8th November 2012.

CD243 - Proposals to simplify and clarify RIDDOR reporting requirements[2]
This consultation seeks views on proposals to revise Britain’s occupational accident and disease reporting requirements, made under the Reporting of Injuries, Disease and Dangerous Occurrences Regulations 1995 (as amended) (RIDDOR ’95). Changes are proposed to provide clarity for businesses on how to comply with requirements. Consultation began on 2 August 2012 and ends on 28 October 2012.

CD242 - Public consultation on proposals to exempt some self-employed people from health and safety legislation [3]
This consultation sets out the proposals the Health and Safety Executive (HSE) has identified to give effect to the recommendation in Professor Löfstedt’s report "Reclaiming health and safety for all: An independent review of health and safety legislation", to exempt from health and safety law those self-employed whose work activities pose no potential risk of harm to others. Consultation began on 2 August 2012 and ends on 28 October 2012.

CD241 - Proposals to review HSE’s Approved Codes of Practice (ACOPs)[4]
This consultation seeks views on HSE’s proposals for the revision, consolidation or withdrawal of 15 ACOPs to be delivered by end-2013 and on proposals for minor revisions, or no changes, to a further 15 ACOPs for delivery by 2014. These include a proposal to withdraw the ACOP for the Management of Health and Safety at Work Regulations 1999 and replace it with a suite of more specific, updated guidance by 2013. It also seeks views on a proposal to limit the length of all ACOP documents. Consultation began on 25 June 2012 and ends on 14 September 2012.

Public consultation on ONR's interpretation of 'bulk quantities' of radioactive matter - supplementary[5]

This consultation is supplementary to an earlier consultation by the Office for Nuclear Regulation (ONR) on the definition, in relation to storage of radioactive matter of 'Bulk Quantities' for the purposes of section 1(1)(b) of the Nuclear Installations Act 1965 and the Nuclear Installations Regulations 1971. ONR is now considering a revision to its earlier proposal to broaden its interpretation of bulk quantities for this purpose. Consultation began on 13 June 2012 and will end on 25 July 2012

CD232 - Proposals to replace the existing Health and Safety at Work etc. Act 1974 (Application outside Great Britain) Order 2001 with a new 2013 Application
Outside Great Britain Order[6]
This consultation seeks views on the Health and Safety Executive’s (HSE) proposals to replace the Health and Safety at Work etc. Act 1974 (Application outside Great Britain) Order 2001 and the Health and Safety at Work etc. Act 1974 (Application outside Great Britain) (Variation) Order 2011 with a new Health and Safety at Work etc. Act 1974 (Application outside Great Britain) Order 2013. This consultation began on 11 April 2012 and ended on 04 July 2012.

CD239 - Proposals to remove fourteen legislative measures[7]
This consultative document seeks views on HSE's proposals to remove fourteen legislative measures covering Celluloid and Cinematograph Film, Construction Head Protection, Notification of Conventional Tower Cranes, Notification of Installations Handling Hazardous Substances, Gasholders (Record of Examinations) Order, Docks, Shipbuilding and Ship-repairing and Metrication. This consultation began on 3 April 2012 and ended on 4 July 2012.

CD238 - Proposals to revoke seven Statutory Instruments [8]
This consultative document seeks views on the Health and Safety Executive's proposals to revoke six Regulations and one Order that have been identified as being redundant or that have been overtaken by more up-to-date Regulations Consultation began on 23 January 2012 and ended on 12 March 2012.
