PMT1/RAC MAINTENANCE VEHICLES

royal mail seem to be steamrolling ahead with its policy of slimming down the vehicle mechanics

we have had a few of our vehicles put off the road with minor, but valid points and a PMT1 issued
it seems the RAC now has a contract to maitain these vehicle. we have a seperate mobile company do tyre changes so that does not surprise me.

my concerns with this is that when the RAC finish their repairs, they are not signing off the PMT 1 in the log book. i asked him about this and he stated that it was not his responsibility to do that.

as far as i am concerned, once a vehicle has had a PMT1 vehicle defect notification, only a trained mechanic can put that vehicle back on the road and sign off the PMT1 in the log book

any ideas ????

Signing off the vehicle in the logbook and on the PMT1 is what declares it as being roadworthy... if it hasn't been signed off then as far as any driver is concerned it is still off the road. If the repair turns out to be inadequate and results in an accident RM could try to blaim the driver since there is no paper trail linking it to the mechanic.

We have had a local contractor fixing our vans for ages and they are way way better than the RM mechanics. We also have RAc come out sometimes and both always sign off our paperwork. They expect us to sign theirs so I don't see why they should have a problem signing ours. I would report this issue of RAC refusing to sign PMT1/logbook to your fleet manager.

The logbook is a RM document. I cannot see RAC/Mechanic contractor signing it. It has nothing to do with them.

I would presume it would be upto a RM manager to sign the PMT & logbook off on the say of completion of any works and being told by the mechanic contractor the vehicle was now roadworthy.

As far as i know Royal Mail are now working with Lex Autolease for the management of their vehicle related incidents these services consist of the provision of vehicle hire, breakdown and recovery, accident management and accident repairs. Since 11th June all breakdown incidents have been managed by Lex Autolease through their contractor RAC. From 2nd July Lex Autolease will handle all RTCs and all related claims will be handled by Strata Solicitors. There is no change to the current accident reporting process. All RTCs should be reported using ERICA which will divert to the new provider.

40A Using vehicle in dangerous condition etc..

A person is guilty of an offence if he uses, or causes or permits another to use, a motor vehicle or trailer on a road when—
(a)the condition of the motor vehicle or trailer, or of its accessories or equipment, or .
(b)the purpose for which it is used, or .
(c)the number of passengers carried by it, or the manner in which they are carried, or .
(d)the weight, position or distribution of its load, or the manner in which it is secured, .
is such that the use of the motor vehicle or trailer involves a danger of injury to any person.


In the VOSA 'Safe Operator Guide', it clearly states your obligation as an operator where defects are concerned, specifically that you must write a report of the fault and of the correction made and keep this report with the other documents relating to that vehicle. It is suggested you keep these records for at least 15 months.
Any failings on your part to comply with those obligations you signed and agreed to when you were granted your Operators License may result in the possibility of you facing a Public Inquiry, if those failings are persistent.

no ones using a vehicle in a dangerous condition if its been repaired stuff the forms do you think the police vosa will ask for a PMT1 FORM ?

simple answer to this

when you open a vehicle log book, after you have put defects "nill"

is their not a section for vehicle services to record a PMT1 and date rectified ????


report of the fault and of the correction made and keep this report with the other documents relating to that vehicle

that would be the record in the vehicle log book

that would be the record in the vehicle log book

it is the recording of the PMT1 and signing off the vehicle defect in the vehicle log book that is the issue

not the PMT1 form

the log book may be a royal mail document but it is a legal requirement stipulated by VOSA

a VOSA official or a police officer can demand to see it at any time on request just like a tachograph

now is that RM manager a trained mechanic to make that assessment
