personally i donot go near scaffolding over a delivery point ..but is there any case for me refusing to deliver there as i feel it is unsafe..

not being a jobs worth but not only is it over the door but one bar is infront of the door with red and white tap sticking a piece of rough cut wood to it

The manager needs to go and do a risk assessment, also remember all building sites you must wear a hard hat, so really no you should not go onto them the houseowner should provide a box away from any danger

asked for a box first day .an open box was provided but d'oh it was always full of water ,so kept emptying it and turning it over..it lasted a week then disappeared .
instead i either gave it to the builders or put it where the box was..no good deed goes unpunished so it wasnt long before they started complaining of me doorstepping there mail.ie leaving it unattended...manager went there and was told by them that no more work will go on with the scaffolding an hour later when i got there...oh yes they are on it.

more complaints , more lies and now the builders are abusing me for being a jobs worth..mean while there portable toilet is in situ and the literally live 200 yards away...is that irony or hypocracy?.

anyway i feel it unsafe. managers not backing me up

If scaffolding has been erected then people are working overhead and you could be at risk of falling debris - wood, tiles, cement etc.
But probably not all the time, so a manger's risk assessment will be worthless.
I've always found builders to be sensible/lazy enough to stop working while you walk underneath (unless they are singing along to a power ballad on the radio)

The final decision whether to enter any property is yours.
That covers scaffolding,abusive builders,dangerous paths,mad dogs,junkies or over friendly customers.
You know who you are Mr *******....put it away.

If you have to climb over the scaffolding to get to the door then don't do it, you fall and you'll get blamed otherwise, as long as nobody is above you then it should be fine with delivering it but, the decision can only be made at the time.

What????? your not allowed on a building site without a hard hat, so why is it ok for a postman to walk under scaffolding ??? what if someones working higher up you cant see??? or theres loose masonary / roof tiles?????

Take it back and endorse it as no safe access.

Just because there's scaffolding doesn't mean there's danger, it needs to be assessed at the time, just remember that you would walk under scaffolding in the street if it's up.

in the street it would be totally encased in netting to catch falling debris . ie bags of sand ,lump hammers , badly stacked bricks , mortar etc etc.
there does not have to be someone working on it for things to fall off.the higher you go the stronger the effects of wind

And that's why you risk assess everytime you need to enter the premises.........I won't climb over anything to get at a door but if it's set up as an entrance over the door then I would......maybe depending on how I assessed it at the time.

It's all about how you assess the situation at the time (which sort of makes all RM risk assessments pretty pointless).
