More than 200 jobs are at risk at a Worcestershire industrial estate.
Parcel distributor Yodel has launched a 90-day consultation with about 220 staff based in Droitwich.
It is the second big company on the Berry Hill industrial estate to face problems, with DHL closing its warehouse, which employed 330 staff, in October.
Yodel said it was working with unions and staff and was unable to comment during the consultation period.
Peter Pinfield, Wychavon District Councillor for Droitwich West, said the estate was becoming "a bit of a ghost town".
He said facilities needed to be modernised at the estate to retain other businesses. "We can't keep losing, or potentially losing, jobs of these numbers," Mr Pinfield said. "You can't replace these kinds of jobs any more."
