Sometimes they don't scan on the PDA and so they have to write it on a card. If they have a few it could take a while so I guess they're saving a minute or two. And sometimes it's not just about saving time, it's just laziness isn't it? Everything else is just given to us in a bag. Ie the Recordeds have already been taken out by this time.

Can I ask the OP if they are quite a big recipient of post in their town? If you are big enought to warrant your own direct selection on the inward sorting then the delivery postie will not have sorted through your post individually. He has to trust that his colleagues have been doing their job correctly. I have been a postie for 12 years and have never had any training on inward sorting, despite the fact that the first 1 1/2 to 2 hours of my day is spent doing this. In my experience most of my colleagues are as accurate as me ie not very.
Years ago I used to deliver post to an insurance co HQ when the duty holder was off. Another colleague complained that a recorded letter she'd sent them hadn't been delivered according to the barcode. She said she'd just dropped it into a parcel bag on the DBF. But I had been told to take bags from DBF and load them into van without checking. I collected Recordeds from the locker with Specials (This was only 'cos it was the office's biggest delivery point.)
On another duty where I cover leave/absence I deliver to another firm that is a direct selection on the IPS. When Phase 3 was introduced I started flick checking their post, largely in order to be awkward & to waste time. I only found 1 or 2 recordeds a week so not alot compared to the volumes of items, but they would have not been signed for otherwise.
I'm afraid I can't offer the OP any advice on how to reduce this other than to ask the delivery postie to wait while you flick through the delivery. Once you have got him as a witness to the failure ask him to back you up when you speak to customer services.

HWDC seem to apply the sticker, presumably scan them, then chuck them into the normal packet stream rather than in with the locker stuff. No scanning at MCs is usual procedure, treated exactly like a normal 1st or 2nd class packet. At least for the ones I've seen anyway - I'm not in the locker though so they may get some in there too.

They usually arrive with the recordeds. You'll occasionally get some in with the specials and so they get treated as such. However, as I stated before, some of them never used to scan and so had to be entered manually, and some didn't even work when entered manually.

international items with a barcode normally ending in hk or cn etc are sorted to the bag frames the same as recorded orange labeled items ...........the only time you treat an international recorded as a special signed for item is if its allocated to your walk from the PHG locker .......best way to treat these items is to either hand tap the barcode in to your pda or use the old trusted paper card "confirming your del " docket...........
