It is not a 'Dog Peg' and its purpose has nothing whatsoever to do with dogs!
If you know there is a dog on the other side of the delivery point, then you endorse the mail and return it informing a Manager. (The intended recipient will be informed that they need to remove the known risk in order to continue to receive mail at that delivery point.)

You cannot be conduct coded for not carrying a post-it peg, you may however be conduct coded if an incident occurs as a result of not using one and an investigation decides you should have.
Half of the problem is that it is throughout RM known by more than one name i.e. post-it peg, post peg, dog peg, safety dog peg, employee post peg etc this is where a lot of the confusion arises from. As a for example a dog bite to fingers when letters posted through letter box. Some of the control measures - refresher training for employee who put fingers through letter box, failing to follow SSOW - Employee posting peg mandatory - Advisory letter to customer - If posting peg unavailable delivery/collection at employee discretion - Monitor situation.

I agree that there's confusion, it usually arises from incompetent people who cannot deal with problems adequately.
The delivery person identifies the hazard, the risk is assessed by a competent person and appropriate controls are implemented. It is absolutely ridiculous to suggest that we should use what is technically PPE without first reducing that risk to the lowest level reasonably practicable.
If you have a dog which is known to be a behind a letterbox and that opening is one which poses a finger hazard then your control measures would be to ensure that the dog is prevented from accessing the area or the delivery point is fixed/changed. If one of these measures is not implemented then delivery is suspended you don't give your employees a piece 'danger coloured' plastic and tell them you'll sack them if they don't invade the dogs space with it.

I'm in charge of doing the WRAP for my office, when some one highlights a dog that bites letters, from behind a letter box, the information goes into WRAP, & u are issued a push stick (posting peg)
Then the manager writes to the customer, giving them 14 days to reply, the customer should then get a box on his wall, a cage over the inside of his letterbox, or restrain the dog from getting to the letterbox,
If the customer doesn't respond in 14 days, a manager visits his house, if no one is home he gives them another letter, asking them to respond in a set time to make the changes.
If the customer refuses, then they will have to collect there post from the callers office, until they make the changes.
The letter is a standard letter on the WRAP tool,
Every hazard highlighted on WRAP should be eliminated, or the risk reduced to the minimum,

WRAP does not state that 'posting pegs' should be issued as a consequence of dogs behind letter boxes. Once you identify a hazard you must provide a control measure to offset that which you've identified. It isn't WRAP which tells you what that control measure is, it is you. The control measure is as you stated the use of a series of pre-designed 'letters to customers' in order that they reduce the hazard themselves.
You do not inform somebody that their dog poses a hazard to your employees, ask them to fix it, but in the meantime continue to provide their mail. This sends them the message that you are not serious about suspending their mail and that you have an alternative control measure which costs them nothing, thought, time, money or effort.
This is what the Royal Mail says:
As we are the only final mile letter provider, the letter box should be designed for use by us and capable of 'taking' mail. I would suggest sending 'letters to customers' highlighting letter boxes which are not fit for purpose for general mailings before asking employees to use a posting peg workaround.
