When did RM change?

Hello. I'm writing an article on RM and wanted to get opinions on when RM was most recently at its fullest service? Was it when the second delivery went, for example? Cheers.

I've only been in RM for 10 years but I felt I was most productive and happiest about 1 year after the 2nd deliveries went. Before that the job was in-efficient and after that they started getting greedy.
