Government plans to privatise the Royal Mail moved a step closer today when legislation cleared its passage through the House of Lords.

The Postal Services Bill will return to the Commons on June 9 for its final stage before being granted Royal Assent.

Baroness Wilcox, Parliamentary Secretary for Business, Innovation and Skills, who has taken the legislation through the Lords on behalf of the Government, said: "I am delighted that our important proposals have passed through the Lords. This is a significant milestone in delivering our objective of securing the future of Royal Mail and the Post Office: two proud cornerstones of our society."

During the Bill's time in the Lords, the Government said it listened to suggestions and made a series of amendments to "further strengthen" the legislation.

The changes will give extra regulatory certainty to Royal Mail and increase transparency by putting more reporting requirements on the Government, the Business Department said.

Baroness Wilcox said the Bill is expected to complete its passage through Parliament this summer, then the Government will submit an application for state aid to the European Commission.

The new regulator for postal services, Ofcom, will establish the new regulatory framework for postal services next spring, while March 2012 is the target date for the Government to take on Royal Mail's pension deficit, subject to state aid clearance.

The Business Department said: "With these vital steps in place, the Government will be able to begin the process of securing the private sector investment that Royal Mail needs."

The Communication Workers Union said it will continue campaigning against privatisation despite the Bill's passage through Parliament.

General secretary Billy Hayes said: "This union will continue to do everything it can make the sale more difficult than it already is. We face the prospect of a 350-year-old institution being managed by people whose only interest is the bottom line."

The problem we have is that we have been listening to the doom and gloom Royal Mail have been feeding us for the last ten years and fail to see the potential goldmine that Royal Mail in the private sector really is.

1)This company has a huge revenue stream.
2)The problem is it's costs almost match it's revenue stream.
3)The large majority of it's cost base is labour.
4)According to the head of UK Mail an equivalent position in his company earns around £280-300 per week.
Do the maths.
If you could knock £100 a week in basic and allowances off a head count of 150,000 that's £800million in savings without having to lift a finger.

Someone like me,unskilled,drives a van and delivers stuff.
The fact that we walk further than they do doesn't mean they are going to pay us any more money.
There is a fortune to be made with this company....by driving down costs and by costs i mean our terms and conditions.

Now whether a company could charge VAT on services not authorised by HMG I would not have thought so, but HMG could certainly do so.

hmm, looking at that they've already started the ball rolling. My theory might come into fruition then after all.

Lets see how joe public reacts when they're paying vat on stamps and parcels.

A quick bit of maths if your all interested. The goverment are looking at revising TUPE. This is what could hapen and why i think there is already a buyer lined up who is putting pressure on for these changes.

OK now the math, there are a few generalisations but you should get the picture.

Lets say RM are left with 100 000 staff after all the cuts etc. Now tupe gets abolished, new employer knocks £3ph off wages. It will also be take it or leave it. First saving
£300 000ph. Lets assume an average day of 7hrs. Saving 2 100 000per day. Allowing for bank holidays, sundays etc we are left with roughly 305 working days. This now equates to £945 500 000 per year. Get the drift.

Now next to go will be the delivery supplement. Lets call it an average of £15pw x 100 000 staff = 1 500 000 pw. Now that makes £78 000 000 per year.


Add the two together and you get an immediate saving/profit of £1 023 500 000.

Of course my math could be wrong!!!
