According to the Media, a Turkish man posted a package in London on a cargo plane bound for Turkey.
It contained a "fake" bomb and wasn't detected by UPS, apparently. Police and the Govt are investigating any breaches of Security.
Maybe UPS stands for "Unexploded package! Sheeeeeeetttt !!!"

was it a mobile in a box or a toner cartridge

Apparently it had all the makings of a Real bomb - timer, wires etc, but NO explosive.
That's all that was missing.
So, probably like a Replica Firearm, some of which are "adapted" by bad guys to fire real ammo.
