Cycle & HCT Maintenance.
We are receiving an increasing number of inquiries regarding problems identified with Cycle & HCT maintenance. These vary from problems receiving spare parts for cycles (tyres, chain guards & pedals) to reports that HCT are not being repaired. There is clear legislation on the maintenance of work equipment. Regulation 5 of the Provision and Use of Work Equipment (PUWER) states; Every employer shall ensure that work equipment is maintained in an efficient state, in efficient order and in good order.
The CWU have made representation to Royal Mail on cycle maintenance on a number of occasions over the past few years, and the HSE have in areas issued improvement notices on Royal Mail regarding failure to maintain cycles. In October 2009 Royal Mail with CWU Walk Design Group involvement reviewed the policy (attached for reference) which was circulated as an LTB.
With regards to the supply of cycle parts it would, as a matter of urgency be appreciated if ADR’s and ASR’s could provide any such cases that they are aware of where the maintenance policy not being adhered to. It would be also be helpful if ASR,s could liaise directly with their relevant Cycle Mechanics to determine if they are encountering any difficulty with obtaining cycle parts.
The case of HCT maintenance is some what different, in that the maintenance of HCT, s is performed by ROMEC which is set by the agreed Service Level Agreement (SLA) between Royal Mail and ROMEC; however the same Regulations apply to the maintenance of HCT’s.
The SLA (attached for reference) covers the responsibilities of ROMEC and DOM’s to ensure HCT’s and LWT’s are maintained to the agreed standard, sets out the maintenance schedule for Delivery Trolleys and the arrangements for reactive maintenance or repairs.
Again it would be appreciated if ADR’s and ASR’s could provide any cases on non-compliance to the standards set out within the SLA as a matter of urgency.
